Does the "shot clock" apply to all penalty kicks? Can't find anything specific in the laws. If a team were trying to run down the game clock does it apply in all parts of the field and kicks to touch?
If so, stopping the match clock would have quite an impact on the total match time (if all teams used the maximum - extreme I know). Average number of penalties in super is 19 per match (can't find test stat). Add 19 minutes to a match and it could run over a 2 hour TV slot with all the crap that goes on beforehand, etc.
Anyway, it's a good thing to have it available for the kicker, crowd countdowns aside, they should know if they are about to run out.

I thought he was reacting to being pushed down in an early scrum - about 10 or 15 minutes in.

Trial law and yes all penalty kicks, and same with conversions I think (different time)

I mean, I don’t want to be a hater, but that clip was hardly insta-worthy! Pretty confident I could do that 95/100 times. Possibly less when running forward at pace with a rushing defense in my face (probably slip to 92/100 or so…😬)
