No, not at all.
Race wasn't mentioned at all. The citing was for "a serious and gross verbal abuse of a highly-offensive sexual nature in relation to a player’s mother accompanied by a highly-offensive sexual gesture". The gravity of the offence (intentional and deliberate) lead to a mid-range entry point of 12 weeks in this case. He got the full 50% deduction.
That shocks me even more. Holy shit.

Something else you learn as a 'guy' growing up is that you don't need to abuse people and you should pick your time for banter. Young guys learn to banter amongst their mates, and that's all good, but try it with some guy you don't know at the pub and you're liable to wind up with a fist in your face. I think the first priority should be teaching young guys not to be twats then you can focus on how they deal with others being twats.
I'm not arguing against your response to shit talk, but personally I think there's no need for that stuff in rugby and clearly WR feels the same way which is why they're trying to stamp it out - they likely see it as a slippery slope to verbal abuse.
These guys are about to embark on professional careers (in fact most of them probably already are professionals) and as such they'll need to learn the standards of their workplace - tough way for this particular guy to learn that lesson but everyone else is on notice.

But, if you want a specific example have a read of Norm Hewitt's book - even still I'm not saying it's always prevalent in rugby, most rugby teams I was involved in weren't engaged in that or the stuff Hooroo is saying part of the tradition.

Yes I noticed it, but how do you arrive at the conclusion that it was a "tradition" and thereby somehow acceptable? It's a weird argument.
I'm not sure which rugby teams you played for but in pretty much every game I played in as an adult there was some sledging. Particularly if it was a tough game. The thing in rugby is that if you have time or energy to sledge then you're probably not playing hard enough.
The rest is typical boilerplate politically correct nonsense. This isn't any old "workplace". It's a fucking rugby field not an open plan office or meeting room.
