you're speaking about it in a matter of fact way, which gives no colour to what actually happened.
May not like it any more than you, but the point is players at this level know that sort of stuff will almost always bring a card if head contact takes place.
But what is he supposed to do? His elbow is by his side. His arm is not extended.
