But it did happen, they follow the protocol. Like a tip tackle, if the tipped player is clever enough to get his arm down to protect himself, then it's a yellow not red. Results matter with the current interpretation, sadly

But it is also following the rules, call was correct. Initial contact was not high therefore mitigation.
Not saying that's how it should be but it is how it is
No need for mitigation. Because there was no direct head contact, the starting point was yellow. (Direct/first contact was with the shoulder.)
