But it did happen, they follow the protocol. Like a tip tackle, if the tipped player is clever enough to get his arm down to protect himself, then it's a yellow not red. Results matter with the current interpretation, sadly

No need for mitigation. Because there was no direct head contact, the starting point was yellow. (Direct/first contact was with the shoulder.)

If Williams is going to continue reffing the breakdown like that, the Canes are going to have to do more to protect their ball.
