I went through a few scenarios and came up with 7, 8 or 9. I went for the average

Taylor, Mounga on the bench. It might be controversial but incumbents such as Joe Moody & George Bridge wouldn't make my 23, I do have a soft spot for Bridgey though maybe he can run the water?

Pretty much spot-on for me. I'd poss. swap Taylor for Reece on the bench and add Havili there too as a utility back.

He'll be back, looks to be hitting his straps again and bloody young. More versatile than Sotutu... but very similar to Blackadder.
