The thing is, they change the laws so often, that it's not only difficult for rugby fans to understand, but also difficult to adjust for players and to officiate for referees.

Yes but you cant have interpretations that big like that. 99% of decent refs would hardy call that a penalty

@nta I've never seen a judge on the field, so I feel like they're just trying excuse less than consistent applications of the law
