Not a new occurrence no. It's de rigueur with every hooker. I've no doubt Taylor did it too. Not that I was trying to single our RR (who was nevertheless fairl diabolical), but I remember Grant Fox having a try ruled out for the hooker having his foot in the field of the play.
Since you ask, if you stand on the touchline with the ball, you are in touch.
Certainly, back in the day when I played, you had to stand behind the touchline to throw the ball in. Mind you, that was in the days when the wings threw the ball in.
I dunno why they would have changed the rule to allow the hooker to stand a bit closer - seems a bit of a pointless and untidy change.
I’m not sure it has changed, but I guess they looked at the likes of Harris, Coleman, Aumua and decided it would decrease the number of not straight scrums if they make it a little bit easier for them to do their core job.

@nepia I've actually thought of a potentially logical reason for the change.
When they converted from yards to metres they presumably changed the distance to the front of the lineout from 5 yards to 5 metres.
Which would have required the thrower to chuck it an extra .468 of a yard - which is probably about the size of a hooker's foot + the width of the touch line.
