I've sat in the wind and rain at the Tin. No problem. I'm not convinced a roof will compel people to go watch live rugby en masse

Maybe a roof over the players, but don't cover the seating! Leave those bureaucrats in the rain - do them good...!
The weather is a home field advantage. Maybe a stadium like Hisense in Melbourne. All stands covered but the field is totally open to the cold and rain

Have you analysed their flame thrower and firework budget? Even in they build an indoor stadium I'd rate the chances of a fog final occurring again.
