Except that there was clearly mitigation. You can't possibly make a case that the Welsh player was upright and wasn't leading with the head.

Welsh player facing his try line and he then picks it up at his feet. That is knocked on and deliberate at that. Penalty against Wales.

Either:
(a) He was trying to wrap his arms or
(b) Reffing consistency is fucked.
