Is it that much of an issue in the women's game? Don't know if you saw the footage, but from what I saw that was penalty only in the men's game. Yellow card at best. Would have thought red card was plenty of punishment.

Wasn't being gender specific, below the nips for men and women. More than enough body to tackle the ball carrier without either player getting a knock to the head (unless you have shit tackling techinque).
Shoulder/arm contact directly to the head = red all day.

I watched it in the link you posted from 10:15
Clear and obvious shoulder / arm hitting the English player's head first. No dipping or slipping so clear red all day, both sexes, all grades of rugby, amateur and professional.
Don't understand how you view this as heavy handed

I didn't really think it mattered - but it looks like it's 'low' degree of danger. I thought clear red on first look, but the framework may suggest a yellow instead. Clumsy rather than brutal.

I agree that the degree of danger appears either low or medium. I would have gone for a YC myself.
I am now an ex-referee. My only role in rugby these days is on a judiciary panel.

Japan National Team Wider Training Squad for 2021
The Japan Rugby Football Union has today announced the 52 players and team staff who will make up the Japan National Team Wider Training Squad for 2021.
Players have been selected from both the domestic Top League and from oversees clubs, while Head Coach Jamie Joseph will work with the same coaching team of Tony Brown, Scott Hansen, and Shin Hasegawa, that lead the Brave Blossoms to the knockout stages at the Rugby World Cup 2019.Full squad under the link, just wanted to highlight the inclusion of these players:

There was this Covid thing that none of the other teams had to deal with.
The players were tired after back to back seasons that only the English players had to play.
Because our psychology wasn't enhanced the referees penalised us. We will also work with the refs so that they understand our lack of enhancement.Just realised that must be the edited press release as it has removed the sentence about not being able to convince Razor to take the job.
