I've not seen it refereed like that, tbh. I think unless it is pretty blatant pass into touch or place from a player on the ground, it's straws like you say

To be fair, I'm just waiting for a professional ref to have to call a 8.2.e. (Who is in touch or touch-in-goal, grounds the ball in the opponents’ in-goal provided the player is not holding the ball. ) and get it correct.

Think I saw that once years ago in Super Rugby. The commentators blew up but the ref was right

Wallabies bombed that. Kicking all that late ball away was criminal.
Terrible game really. Cheap niggle. Negative play. Bizarre refereeing. Deserved draw.
