Only non Tier One teams to have held it are Japan, Samoa, and Romania, so I'll let you decide! Romania took it off Scotland 🙄 Only (so called) Tier One side not to have held it is Italy

No such thing as a draw in a RWC knock-out game. A winner would always be found eventually and they would take the shield.

Started trying to step up some more regular content outside of current matches so been putting out #ONTHISDAY posts on social.
Ultimately would love to get the chance to interview some older ex players about their memories of some of these games. Think it would be really interesting getting some snapshots of experiences from some of these old games.
It's pretty cool looking back at games which would have involved the Shield if it were officially recognised. (Please do like the social pages and spread the word to help out on that front!)

Had hoped to be able to time a visit to Edinburgh for this at one point but as with many things Covid has buggered that. (And the fact today is the due date for our third child!)

Straight answer is no
Essentially it is only available between nations. Easiest way to think about it is if you could conceivably qualify for a RWC then you can win the Raeburn Shield
