Good question. Oz would have been below them at the start of the 2003 tournament but possibly close by the week of the final.
Probably need to go to that Pick and go site and work it out. -

I looked it up and there was indeed a RWC that year. It looks possible that France would have been ranked one place higher than England in their semi-final

Sitting in Yokohama... a shitload of rain coming down.
Even if there's none tomorrow, the pitch is going to be a soft muddy sty.
Edit... I can not stress “shitload” enough.At least it seems to be easing here in Tokyo, it's cool here now. Forecast is for dry and overcast with maybe fine patches too, 23degs. Hopefully its warm in Yokohama as well, make those English fatties sweat
