I don't have a big problem with it but just saying that the whole point of that law is so players don't get hit with the point of the shoulder as happened there.
That was just a timing thing as Duffie was wrapping but it came late.
Another example of the laws not actually stopping real injury causing actions but clamping hard instead on the ones that look bad on tv -

Good clean hit, arms were wrapping but the impact jarred McKenzie backwards.
Yeah, I agree, just making the point that when you can rule something like Akiras action a penalty when nothing happened and no on was in danger yet flag away a point of the shoulder into the ribs (potentially a season wrecker) the game has got confused.
I'm not even saying it was a penalty. Ref should have warned Duffie to be careful though with his timing. Eg do it again and it shows a technique problem -

@crucial I'd suggest the technique was perfect. Had he been tackling someone who weighed +80kg, he would've wrapped his arms.
That's like saying it isn't a high shot because the player was short.
