Technically yeah, though when a player is contesting the ball, and an opposition player tries to clean him out and can't, rarely does a ruck immediately get called.

Hope this game isn't gonna turn into a similar encounter to last year against them where we spend the next 40 having scrums on our line whilst losing players in the process.

He had 2 goes at the ball, always gets called that way mate.
