@Stockcar86 The Citing Commissioner can look at it. What (s)he can't do is refer it to that Dangerous Play Committee (or whatever it's called) if it doesn't pass the red card threshold.

They can give an off field yellow card now. I think that might have passed the RC threshold actually. Looked pretty bad, but then we only saw it once.

You would think the TMO had access to look at everything though - you'd think he would have seen that and checked it?
