Yeah Coltman, that should be a yellow. AR should have picked that up, arm to face, mitigation as jordie was dipping into contact, yellow

No such thing as accidental head shot any more, Coltman took him around the face, hard, but would be mitigated to yellow as jordie was ducking into contact

How often do incidents like that seemingly get overlooked by the citing commissioner?
I don't want people going over games with a fine tooth comb, but often incidents deserving more, are not addressed by the citing commissioner, which is where I believe the league report system seems to work better.
Maybe they need a wider scope than they have currently, which I have no idea what it is.

@machpants Incorrect. One of the questions in the Head Contact Process is whether there was any foul play. Foul play can be intentional or reckless.
Ok reckless then, so yeah foul play. The way it's reffed is that if you hit their head, by definition that is foul play.
