The RFU had already squandered it’s massive 2015 profit by the next RWC, so they need the cash cow that is the RWC! However I do wonder what the price is this time, WR is charging ever more massive amounts for the honour of hosting

As an aside: South Africa hosted the RWC in 1995, and hasn't hosted the event since. The first opportunity will be in 2036, but they may again have to compete with an European country for the hosting rights and quite possibly miss out again.
With a North American country hosting in 2031, it may take some time until the event will be hosted in South America, which is quite sad really. It's all about the money,* but in terms of rugby achievements, Argentina deserves it much more than the USA. It's very likely Argentina, Uruguay et al. have to wait a long time before it's their turn.
*Yes, I know, officially it's about growing the game, but there's a strong argument for growing the game in South America, too. They just can't throw as many at it.

The US will stage the 2031 men’s edition and the women’s two years later, but the NFL season's September start could force a date switch
The 2031 Rugby World Cup could be played in summer to avoid a clash with the NFL and enable the use of their stadiums after hosting rights were awarded to the United States for the first time.
Rugby chiefs are considering the drastic change that would enable them to stage matches in American football stadiums - and pleaded for a “grown up discussion” with domestic leagues to facilitate the new dates.
The US will stage both the 2031 men’s edition of the World Cup as well as the women’s two years later, with England handed the 2025 women’s Rugby World Cup and Australia snapping up both tournaments in 2027 and 2029.
There are more than 20 NFL stadiums included as part of the proposal for hosting both the 2031 and 2033 World Cups, as well as Major League Soccer venues.
Alan Gilpin, World Rugby chief executive, confirmed the tournament window could be changed. “We would consider moving [the] Rugby World Cup,” he said.
“If you think of the 2003 World Cup in Australia, it was slightly later than the window we have got now and the certainty we have got from today is to spend the time thinking about the benefits and challenges involved in that and it would involve some really grown-up discussions with leagues around the world and the impact that could have.”
Gilpin was keen to play down comparisons with this year’s football World Cup, which is being held in November and December in Qatar.
“We are not going to do a Qatar and plonk it in the middle of other competitions. There are those conversations to be had,” he added.
There could be further benefits to World Rugby, who are keen to gain a foothold in the American market and Gilpin claims that the tournament could become part of the American consciousness with the support of the NFL sides whose grounds he intends to sub-let.
“What has been interesting in the bid has been the supportive nature of a lot of the NFL franchises,” he added. “Can we be smart around that? If we could harness a little bit of a partnership with the NFL franchises around hosting, the ability for [the World Cup] to come alive quickly would be fantastic.” -
