Although it says financial oblivion, it is really governance oblivion. All they need to do is agree a tripartite agreement with World Rugby and Tongan government and the sweet, sweet WR funds tap gets switched back on. Can't even do that. Billy and Mako's Dad won't let anyone in.
World Rugby is set to pull all funding to TRU if it fails to sign a tripartite agreement to work alongside the Tonga government and global governing body by the end of the day.
The agreement would see an interim management group take charge of the Union until long-standing governance issues are resolved

Yes. but I'm saying the idea is probably deliberate porkies or half-truth. Putting forward a half-truth solution they know can't be followed through.
The respective representatives from Fiji, Samoa and Tonga will probably be Pasifika NZers employed by the 'NZRU and private owner partnership' that ends up paying to set this team up / owning it. Not answerable in any way to any of the 3 PI unions.
So, basically just another NZ super franchise.

@KiwiMurph Makes sense. How are they supposed to attract enough good players to have a team that will be competitive enough in 2021? There's not enough time. The financial side of it may also be difficult to arrange in such a short time. 2022 would be much better to enter a Pasifika team, esp because there are still so many other things to sort out, too, such as who is going to manage the team, where will they be based, where will they attract their players from etc etc.

@KiwiMurph see a crossover finals series (maybe finalist or top 2 in each comp) makes more sense than the previously contrived series.

Which is why the Asia Pacific Barbarians seem like the most realistic of the PI bids. They said from the beginning that 2021 was impossible so they made a bid for 2022

Id forget about the crossover (for 2021) and just continue with what worked this year. Then look at 2022 for a combined competition. With the hope that Aust can by then have 5 teams that are strong enough to compete with the NZ teams

Because it will be boring. And bad for Aussie rugby with NZ teams almost certainly beating the Aussie team.
I would prefer a bigger knockout crossover competition. Maybe also including the pro 14 (or 16) sides. And if SA only have 4 teams (instead of 6) each team should be stronger so maybe they could win it

and the top aussie team should be at least competitive, the reds had some get results in pre COVID Super rugby

Agreed. The only thing I will give them credit for is the retention of our top players. We have managed to sign most of our top guys till the next RWC. Covid may have helped a little though.

No. That doesn't make sense.
But by all means, let's have another season of 2 games a week for fans and 2 or 3 rounds of the same fixtures. That won't get
