for the league players, i would like an examination from before they started playing, to compare any actual degredation
mandatory stand downs for concussion should take care of any legal issues.

Well in league they're going to have a difficult time proving the game was the cause of the degeneration.

I don't think rucking really quickens up that many rucks, but it will a few, wingers and fullbacks won't be diving in with hands if a couple of flankers are in close proximity. The point about rucking is a valid one IMO. Stomping was illegal for a long time, rucking nowhere near the ball followed. But the real damage is caused by having 110kg missiles flying into blokes who are bent over exposing their head, spine and shoulder joints.
Also, what exactly was wrong with old school scrums? Now they take half of the playing time which just leads to more power athletes rather than a running, skill based competition for the ball.

coaching is what was wrong with old school scrums. It has gone from a restart to an opportunity to gain dominance and get penalties. Now we have specialist scrum coaches. And 3 minute set pieces (assuming one engagement). Pretty much everything we hate about modern rugby can be laid at the feet of coaches, and massive coaching teams. And i can't think of a way to get that toothpaste back in the tube. Any attempt at "shotclocks" will just result in props/hookers hitting the turf with niggles, and the army of trainers and physios rushing the field.
Seriously, ancillary staff is what has fucked modern football. Not the law makers.
Every football code has similar issues.
