@majorrage @MiketheSnow I guess in a weird(/wrong) way it's consistent. If the so-called "seatbelt tackle" is deemed neck/head contact... then that should/could be considered a neck-roll.
Although I disagree with either being considered dangerous. If they were... then the very term "seatbelt tackle" suggests seatbelts are dangerous? -

While professional rugby players have strong tough necks and might take a blow over the shoulder without much issue, young kids do not have tough necks.
The rules have to apply for everyone, and I'm OK with protecting kids, even if it means adults have to behave a bit differently. Those sorts of tackles are yellow carded all the time in junior games.

That's a good point, we always "rate" rule changes in the context of international/professional players... it really should be what we'd be happy with the kids dealing with.
