One of the key individuals behind the plans is RFU director of performance, Conor O’Shea, who also outlined changes to the game which will be trailaed during the competion. It is unclear how the majority of these adaptions will be achived pratically, but O’Shea noted the following reforms:
- Incentivising tries scored from outside the opposition’s 22
- Reducing the amount of kick-tennis”
- Reducing the time wasted by reset scrums
- A sin-bin ‘Power Play’
The last point is of particular note – once a game the opposing team captain will be able to chose a player to spend 10 minutes in the sin bin. The captain can choose when to use this but will have the power to reduce their opponents to 14 men, without them being sent off by the ref. Quite the radical proposal!
There's also an article in the Telegraph about this, but it's pay-walled, so I don't know whether there's more info.

If it was used as intended, it would most likely lead to more injuries and fouls.
If they're smart, they'll just only use if the other team do, and at the same time.

@Machpants so clearly WR enjoys all these cards and 15 v 14/13/12 or whatever eventuates they will give teams the opton to send someone off.

I assume incentivising tries from outside the 22 will be like a 50/22 in that if you launch and attack from your 22 and score through phases without a knock on or ball going out or winning a penalty or what ever, your try will be 6 points, or the conversion 3, or both?
Fix rucks and mauls, reduce resets then see how much better the game is with those before you fuck our game up more.

the game is boring because people can't score. Cards normally equal scoring, so win?
Fix the fucking offside line and incentivise defending teams to commit numbers to the ruck and watch the game open up.
And fix the fucking stoppages (easier said than done)
