Maybe Holland still having to wait a long time (I think until October 2025) to be eligible for the ABs has something to do with that. They may prefer players in the ABs XV who can actually be called into the senior squad when injury strikes.
Yeah they've been pretty clear this AB XV is about depth for next year RWC.

seriously....first "highlight" is trying to catch a ball...and failing...second is making a small break and then falling over....
typically random, at least i think an outside back can get away with being an "outsider", if we play to just putting him in space he wont need to have shorthand that comes from really knowing the guys around you...but hardly seems like a marquee signing and honestly think id rather have someone like vahaakolo if its just to take up an outside back squad spot
edit: any chance his salary is partially paid by argentina or his pro14 club, if this is a bit of a development program for him?
