It’s the best decision IMO. It retains robustness in the SH competitions and dies not further overcrowd the NH comps. Moreover and as far as the NH goes, is SA a financially sensible gamble? Maybe, but one I’d bet the house on, especially when you don’t need to.
Good outcome I reckon.

although with SA back in, I'd be more inclined to just play one another 1 time, and if they really want another game, have a 1-2 play off and 3-4?
Or, is this where they bring in an Island side?
CReating a bye weekend helps reduce the impact of multiple games over consecutive weeks

If, I know it's crazy talk, you read the article the CEO said that they now know it works in a single location. Not that a single location is an aim, just that you can do it if you need to

I like the idea of a centralized comp in one place with double headers. Give each member nation a defined year to host it, agreed in advance at the inception of the broadcast deal.
Either a straight 3 week tournament with no byes, or play twice over 7 weekends with the bye in the middle. No nonsense playoffs/finals pls, just a straight points table like the 6 Nations.
It's more like the RWC that way, so better preparation.
Hell, while you're at it add in Japan and a Pasfika side and make it triple headers. Then it becomes a 5 week tournament, or 6 with a bye weekend, exactly like the 6 Nations.
Basically the 6 Nations is the best tournament format, and they have the advantage of low travel. Having TRC all in one place each year makes it possible to mimic this successful format more closely.
