Whatever the provincial unions want to spend it on.
For unions like Hawkes Bay and Ta$man, the grant is about half of their annual revenue (the majority of unions are somewhere around $4 million) - and they probably spend about half of their annual revenue on their M10 Cup team (the rest is classified as "Growing the game" or "Administration").
I'm just preparing y'all for disappointment when the 2019 accounts come out later this year and Ta$man hasn't broken the bank on player payments.

Mitre 10 Cup to start in September
As a result of the confirmation of the start of Investec Super Rugby Aotearoa, NZR has now confirmed a start time for this year’s Mitre 10 Cup.
“With the support of the Provincial Unions, we have been able to schedule a full 14 team Mitre 10 Cup Premiership and Championship competition with kick off on 11 September,” said Robinson.
An amended Mitre 10 Cup draw will be released in due course.
NZR is continuing to work with the Provincial Unions on the best format for this year’s Farah Palmer Cup, as well as options for the Black Ferns as the country builds up to Rugby World Cup 2021.

@Bovidae If it's a full 14 team competition, there will be 3 more round robin games on top of the 4 cross-over games that were already scheduled. I guess it depends on whether they expect the All Blacks to be available for NPC, or not, and whether any All Blacks games will be played this year, and when.

It depends on how you interpret "a full 14 team Mitre 10 Cup Premiership and Championship competition". If every team plays each other they wouldn't need to make the distinction between "Premiership" and "Championship" in any article. I take it as meaning 14 teams will be involved, but not necessarily in a single competition. We'll see.

I think by a "full" competition that just mean it will basically be the same draw as planned, just pushed back a bit. 13 weeks plus 2 rounds of playoffs would see a grand final on December 19 (assuming one game per week). I can't see them going that late when Super Rugby teams have to report in January. I think the most likely and best scenario would be the usual draw which would end in late November. Maybe the Bledisloe could happen in October.
