If it wasn't head contact the argument how it had to be a YC is diminished. I agree that it ought to have been a card but it was not as straightforward as you are suggesting.

I don't think it's absurd at all. He stuck a hand out when he was in a compromised poor position with an overlap. Clear YC. No dramas.

At least it's very straightforward, which isn't the case for pretty much any of the other laws/protocols.
A penalty would have been entirely adequate there. Make it less codified and let experienced refs interpret based on feel for game.
