Seems to be a phrase added to the end of sentences by English speakers from the sub-continent. Sounds weird to my ears but they all do it so it must be an accepted part of the dialect.
I'd never heard sub-conties doing it. But I started doing it myself several years ago, as a pisstake of the "innit?"
ie: a properly enunciated version of the irritating London dialect.
