It is out in both examples; unbound player passing forward to a bound player.

Half backs do that all the time in rucks?

Because refs let them do that (it's more prevalent in the NH) it's no reason to allow forward passes.

A nice pass from Smith and his backline all stand still and refuse to catch the ball.

It's a very hard thing to time 5 seconds. It's not like they have a device that could do it for them

I thought so at first, but the sideline angle looked much more like momentum.
It would've been galling to not award it after some of the maul decisions.
