@Rapido The NZR rules don't say anything about eligibility for the NZ Heartland XV team, but this is a quote from stuff that I posted earlier, which gives an idea of which players from the Heartland competition are eligible :
Loan players and 'players of origin', are not available for selection in the NZ Heartland side, along with players who have represented other national [teams] at either sevens or 15-aside.
The NZR Competitions Regulations Handbook (2016) does contain player eligibility rules for the domestic competitions (in addition to those of World Rugby). This is the part relevant to the Heartland Championship and overseas players:

The NZ Heartland team played its second game today and beat Nadi (Fiji) 26-19.

On Saturday 2 November 2019, it lost 19 - 29 to NZ Marist.

Nigel Walsh named 2021 New Zealand Heartland XV Head Coach
Following a year hiatus due to COVID-19, New Zealand Rugby (NZR) has today confirmed the New Zealand Heartland XV will be back in 2021, with South Canterbury’s Nigel Walsh named as Head Coach.
Joining Walsh at the helm as Assistant Coach is Steelform Whanganui Assistant Coach, Jason Hamlin, who is the second Whanganui coach to be involved with the team since its establishment in 1988.
NZR also confirmed the appointment of Mid Canterbury’s Tony Harrison as Team Manager. Harrison is no stranger to the New Zealand Heartland XV, having previously managed the team in 2016 and 2017.The 2021 New Zealand Heartland team will be named next month, following round eight of the Bunnings Heartland Championship. Pending COVID-19 Alert Levels, the 2021 side will assemble in Taupo on 2 December, where they’ll take part in a five-day camp, culminating in a fixture against New Zealand Barbarians on Sunday 5 December.
I'm keen to find out what kind of players will be selected for that Barbarians side. Also Heartland players? -

@cgrant I haven't been able to find eligibility rules for this team, but I think players who have played for national representative teams at higher levels (ABs, MABs(?), ABs 7s) are not allowed to play for this team. Ngarohi McGarvey-Black, who also plays for East Coast, hasn't been selected either., nor has Faifili Levave. In previous years, they also didn't select Corey Flynn (West Coast), Pire Weepu & Zac Guildford (Wairarapa Bush), Regan King (Mid-Canterbury) or Alby Mathewson (King Country), to name a few.
