Unlike women's 7s there's plenty of competitive countries that could naked up the next 4.
Scotland, Samoa,
Tongaare 3.Then you'd think the States,
Canada,Romaniawould be competitive.Those teams can’t even qualify for the next tier comp.
One option is to have 10 teams in both comps instead of 12 and 8.
Have two pools of 5 teams. Top two teams from each pool go into semis and there is a relegation of the bottom two teams the finalists of the second tier comp go up next time.
