The ref didn't say that though. He said he had two movements, which I don't think was correct. He was tackled and then reached out. If he propelled himself with his knees, that is different.

Thanks. I don't really see how either is a penalty. Surely you can go over a ruck once the ball is out (it is no longer a ruck) and I have never seen a deliberate knock on ruled when someone else is actually carrying a ball.
