Why is the ref not penalising Gisborne for multiple high tackles?

Napier try!! Gisborne managed to stop the maul, but halfback Joel Russell got the ball from the back of the maul and ran the ball over the line.

Conversion missed, but Napier lead 19 - 17. Five minutes to go.

Finally a good attack from Hastings, Palmy looked to turn the ball over, but Hastings penalty. Hastings line-out close to Palmy's try line.
