The Hurricanes Youth Rugby Council announced its programme for 2021, two weeks ago, including for the U19s.
Regular highlights of the Council's annual programme include the Tournament for Under 20 Men, following which a Heartland Provincial Union representative team will be selected to play matches against Under 19 Men's teams from Hawkes Bay, Manawatu and Wellington in the annual competition for the Central Region Shield.

I have no idea whether there is an equivalent of the Hurricanes Youth Rugby Council in the other franchise areas and where to find them online.
The web page with info about rep rugby in the Northern Region hasn't been updated for a while; maybe there's a new website?

Wellington Rugby U19 coaching line-up and wider training squad for 2021
Eugene Smith, a former Wellington Lions and Hawke's Bay player, will head the coaching team supported by ex Manu-Samoa and Lions player Dan Farani, and Trent Renata, an ex Maori All Black who has also represented the Highlanders and Chiefs Super Rugby franchises, as well as the Wellington Lions.
A six-match schedule is in place for the Wellington U19s with pre-season challenges involving the Waikato U19s and a game of 3 halves involving Wellington, Canterbury and Ta$man. Their competition matches see them take on the Hurricanes Heartland U20s, Hawkes Bay U19s, Manawatu U19s and Whanganui B.

@nepia I don't remember him either, but google lead me to the 2010 ITM Cup season. He's listed as a hooker, so must have been Hika Elliot's back-up.

He actually finished at St Peter's Cambridge.
Cheers, seems a big connection between Canterbury/Crusaders and St Peter's Cambridge.

@chris No, Canterbury gets their players from St Paul's (e.g., Burke, Donaldson).
Vaiolini Ekuasi (NZ U20 no.8) also went to St Peters but is from Auckland.
Luckily most of the better players from those schools stay in the Waikato.

He has some speed and scored 3 tries (IIRC) from the wing in the NZ Schools inter-squad game I watched. Previously I had also seen him play in the centres for St Peters against Hamilton BHS, but didn't see what the hype was all about as HBHS beat them by 40 pts or so.
