If you're only thinking inside your borders, which is to basically sum up the guys other point about international cooperation quite nicely. Must be willing to take the risk that those measures will NEVER fail, too.
The preferred method for the international community is to actually intercept the problem as close to source as possible.

Yes, really. If your focus is preventing a pandemic, you adopt stringent screening procedures based on patterns of migration. Determine source, isolate and treat.

My assumption was that you were talking about border controls for the USA. If you're taking border controls for other nations, then good.
The points about US leadership and coordination being required still stand, via unilateral relations. And, most importantly, scientific experts.

He's a political appointment who just over a decade ago was a public servant in the Dept Of State. I remain convinced the job would have been done by almost anyone else who could count without looking at their hands because of the people in the bureau. The same opinion I have of most senior public servants...

I kind of get what you're saying about bureaucrats, in large institutions or companies there are probably often people who occupy positions who are not capable of doing the job well but exist because they are good at playing the game. At the same time if it was that easy why was this guy the cardboard cutout who made it all the way to the top? Either way he has more experience than all of us put together

Reserve Bank of Australia used Macros for a lot of its shit in the 90s, because it was cheap and reliable AND could be backed up easily.
I work for a company that still uses spreadsheets for some critical shit. I built them the DB in pretty quick time, for not much, but they didn't want to pay anyone $20K for the front end (simple job) and $30K a year for support.

Going to be interesting how that pans out - its basically undoing an environmental regulation regarding waterways protection.
What it looks like is another jobs-over-everything move, but I wonder if there is any wholistic approach to this. The reason coal mines are suffering is a general downturn in demand for coal. Economically, allowing mines to be a bit less careful about waterways protection could have long-term effects on communities. And that thing we all pretty much require: clean water.
Oil and coal are fairly big employers, but the number of jobs has historically declined due to mechanisation and automation. The number of jobs in renewables has climbed steadily.
As someone interested in renewables though, I wonder at what point automation starts to bite? Certainly on an industrial scale, there is potential for solar and wind to eventually be done by robots. Domestic installs, not so much due to lack of uniformity in housing structures.

Donkeys. I've built proof of concepts using Excel that government departments have used going forward. At one point I had emails asking me to support it because some arsehole had made changes to it and couldn't re-engineer it to work.
Treasury still uses Excel to model the economy ffs. All based on returning back to the long-term mean...
